The closure is in place between Chepstow (Wales) and Aust (England).
The M4 (Prince of Wales) crossing remains open at present.
Strong winds are affecting the area, with Storm Debi affecting the United Kingdom.
Winds are expected to ease later this afternoon.
Motorists are advised to plan ahead before travelling.
