The incident has occurred in the Lower Bullingham area of Hereford near the Wye Inn pub.
Hereford & Worcester Fire and Rescue Service crews are at the scene.
Local residents reported seeing thick plumes of black smoke rising from a property in the area.
Holme Lacy Road remains open.
